Annual. Registration for the next year opens Oct 1; enforcement begins Jan 1. Administered by UCR Plan / base state. Here is who it applies to, when it falls, and what a late filing actually costs.

Who has to file it

Interstate motor carriers, brokers, freight forwarders, and leasing companies operating in or through the 41 participating states.

When it's due

This one is the same date for everyone: December 31, every year.

Register and pay for the upcoming registration year by Dec 31 to avoid enforcement Jan 1. Fee bracket is set by your fleet size.

What a late filing costs

Fines and out-of-service / roadside enforcement in participating states for operating without a current UCR.

It is not only for truck owners

UCR catches more businesses than carriers expect. Interstate motor carriers, brokers, freight forwarders and leasing companies all fall under it if they operate in or through the 41 participating states — including a broker with no trucks at all. Your fee bracket is set by the size of your fleet, so it is not a flat number across the industry.

The window, and why late is expensive

Registration for the coming year opens on October 1 and enforcement begins January 1. That three-month window is the entire comfort margin: on January 1 the question stops being administrative and becomes a roadside one, in every participating state, on a truck that is already loaded.

New USDOT number? Check twice

UCR reads USDOT data fed from FMCSA's MOTUS system, and a newly issued number does not always appear instantly. If yours is not in the UCR system yet, check back — and if it has been more than 48 hours since issuance, UCR asks that you contact its help desk at helpdesk@ucr.gov rather than assume you are registered.
